About Us

Africa Development Professional Group (ADP Group) is a Management Consultancy firm which specialises in providing management consultancy services to governments and development partners in the broad areas of public sector reforms with particular focus on civil service reforms, decentralisation, local government reforms, e-government, public service pay reforms, public financial management, good governance, human resource management, project management and capacity building.

Our consulting staff and associates have undertaken important assignments for a large variety of clients across Africa.





Our Team

ADP Group consists of a small core team of consultants and directors, with a large network of associate consultants, and is to a large extent managed by the directors working as team leaders on their respective assignments. This makes us able to respond in a very flexible manner to the particular requirements of each assignment. Our shareholders and directors are professionals who share a strong commitment to the development of Africa.

Harriet Naitore

Harriet Naitore – Managing Director

Ms Harriet Naitore holds a M.Sc. in Public Policy and Management from the University of London and a Bachelor of Commerce (Accounting Option) from the University of Nairobi. She is the Managing Director of Africa Development Professional Group. Prior to this, she was a Senior Manager with PricewaterhouseCoopers Ltd based in the Dar es Salaam office, where she was responsible for advisory services in the local government sector. She has over 30 years experience in Public Financial Management both as a practitioner during her 10 years tenure as Chief Finance Officer in two Local Governments in Kenya and as public sector management consultant. Harriet has particularly extensive experience in decentralization policies that link good governance strategies to local government decision making and decentralized service delivery mechanisms.

In 2010, she was appointed a member of the National Task Force on Devolved Government established by the government of Kenya under the Office of the Deputy Prime Minister and Minister for Local Government to help think through the implementation of the devolution process and propose a policy framework, legislation and other mechanisms to facilitate the implementation of the devolved system of government as envisaged in the Constitution of Kenya 2010.

She has accumulated a wealth of experience in decentralization and intergovernmental fiscal transfer systems in Eastern and Central Africa, including working with the local government reform programmes in Kenya, Tanzania, Uganda, Namibia, Rwanda Zambia, South Sudan and Somalia. She has also been involved in the review of financial management systems, assessment of financial management performance in local governments, design of fiscal decentralization programmes, preparation of financial management guidelines/operational manuals, Planning and budgeting guidelines, development of financial management training materials and training of trainers.

Kithinji Kiragu

Kithinji Kiragu – Director

Mr Kithinji Kiragu is a Certified Public Accountant, Kenya and holds a Master of Business Administration from University of Strathclyde Business School, Glasgow, UK, and a Bachelor of Commerce, Accounting Option from the University of Nairobi, Kenya. He has also pursued post-graduate training in management at, among others, University of Denver, Colorado and Pennsylvania State University, USA.

Kithinji practices as a public sector management specialist, and is the Chairman and director at the Africa Development Professional Group. Until June 2006, he was a Partner in PricewaterhouseCoopers (PwC) responsible for public sector management advisory services in the Africa Central region. He had joined PwC in 2002, when his firm, KK Consulting Associates, merged with PwC. Earlier in his career, he was an associate director at the PwC legacy firm, Coopers & Lybrand, which he left in 1988 to establish his firm. In 1995-1998, Kithinji was the Chief Technical Adviser for Public Service Reform at the President’s Office for Public Service Management of the Government of the United Republic of Tanzania. Over the years, he has provided management and economics consulting services to many private and public sector organizations but since mid-1990s he has focused on public sector management issues with a wealth of experience having worked in East Africa, Zambia, Rwanda, Mozambique, Botswana, Malawi, Angola, Madagascar, and most West African countries.

Kithinji was Vice Chair of the Executive Board & Chair of Finance & Human Resources Committee of the Africa Capacity Building Foundation (ACBF), HQs in Harare, Zimbabwe (until August 2014) and is a Director of several companies where he is a shareholder. Until September 2012, he was the Chair of the State Corporations Advisory Committee (SCAC) of the President’s Office, Kenya (2009-2012). He has a deep understanding of Kenya and is a comparatively successful entrepreneur. In 2006, he was bestowed the honour of the Order of the Grand Warrior (OGW) of Kenya by H.E. President Mwai Kibaki for personal contribution to development in the country and in 2011, the President honoured him with the medal of Moran of the Burning Spear (MBS). He has not only worked with various ministries and departments in African states but has also supported a range of international development agencies to achieve one common goal – an enriching public sector.

Charles Kinyeki

Charles Kinyeki – Director

Mr. Charles Kinyeki is a Director at Africa Development Professional Group. He specializes in e-Government which includes enabling Government agencies to take the least resistant and most efficient path towards technological change. He holds a Bachelor of Science degree in Applied Mathematics and Computer Science and MBA Management Information Systems from University of Nairobi. He has over twenty five years’ experience designing, developing, implementing, managing and evaluating public sector information systems. He has worked as an information systems specialist in various Government ministries through projects funded by DfID, USAID, World Bank, CIDA, EU and GIZ.

He developed the framework for HR audit and skills assessment for Governments of Swaziland – Civil Service Audit (2012), Zimbabwe HR audit and skills assessment (2009), and recently Ghana Civil Service Audit (2014). He was the lead consultant in Uganda public sector payroll cleaning (2006) and provided consultancy input in the development of their Integrated Pay and Personnel System. Since 2007, he has been retained by the Canadian International Development Cooperation to provide support during the evaluation of the Government of Tanzania’s human capital management information system. He worked as an information systems specialist for German Technical Cooperation (GTZ)-Kenya Agricultural Sector Information Management Project, European Union funded Strengthening Public Investment Management project in the Ministry of Planning and National Development, the World Bank funded Agricultural Structural Adjustment Operation II and Agriculture Sector Management project, the USAID funded Resource Management for Rural Development project and for eight years between 1987 and 1994 worked for Harvard’s University Institute for International Development.

Rosenell Odondi – Operations Manager

Ms. Rosenell Odondi is the Operations Manager at Africa Development Professional Group with over 10 years of administration, Human Resource and general management experience. Prior to this, she was a Human Resource Analyst with Coca-Cola East & Central Africa division and previously worked as an administrator/associate consultant at PricewaterhouseCoopers (PwC). She holds a Master of Business Administration (MBA) degree from the University of Nairobi and a Bachelor of Education (Honours) degree from Moi University, Kenya. Rosenell has had considerable experience with organizational enhancement for effectiveness and development in both public and private sectors.

She has been involved in a number of organization review assignments that include in-depth assessment of the organization’s current situation in-line with organizational strategic direction, analysis of the findings and recommendation in terms of organization structure, staffing level and skills, culture and attitude change. She has also been involved in various assignments in performance management, development of human resource policies and procedures, job evaluation and description, employee motivation, recruitment, data collection and salary surveys, and identification and analysis of training needs, research, strategic planning, managing and administering field surveys and interviewing.
